of vice chairs before the election of chair. If the vice chairs are
ineligible for the chair position, then that eliminates two presumably viable
candidates for chair; that could make it harder to elect a chair. So it
has been suggested that the vice chairs should be eligible for the chair
position and if one of them is elected as chair, then a new vice chair would
need to be elected by the affected House.</FONT></SPAN></DIV>

remember a while back you asking whether the vice-chairs, once elected, would
be eligible to run for chair.<BR><BR>Has this been answered?<BR><BR>It would
seem not to make much sense to me, as all 3 positions are crucial to the
Council’s day-to-day operational capacity, to have 2 of the 3 positions held
