The reason for the removal is due to the fact that the recommendation to introduce 1 character IDN TLD. If the requirement was originally there because all 1 character TLDs were prohibited, and therefore following the logic that any TLD string should not be confusingly similar with any prohibited string, it was required that all 2 character IDN TLDs (in fact any character for that matter) be not confusingly similar to any 1 character string in any script. We suggested to remove that because if it remained, it would have given rise to a situation where a 1 character IDN TLD application would be accepted while a 2 character TLD could be rejected because of similarity to that 1 character IDN TLD.
