don't quite<BR>see how that addresses the issue of NCA's. As the NCA's don't
belong to<BR>any of the officially recognized stakeholder groups, it might of
course be<BR>possible for one of the stakeholder groups to nominate/select one
of NCA's,<BR>but the NCA's themselves could not nominate
