and correspondence provided on a number of occasions by IGOs to the relevant WG.<o:p></o:p></span></p>
<p><span style="font-size:10.0pt;font-family:"Arial",sans-serif;color:black"><o:p> </o:p></span></p>
<p><span style="font-size:10.0pt;font-family:"Arial",sans-serif;color:black">As should be clear from the background documents on this file (of which there are many, so I appreciate that it is easy to get lost!) not only is this not true vis-à-vis the GAC which
as you know operates on the basis of UN-defined consensus (a seriously higher bar than the standard ICANN GNSO definition) and has repeatedly stated a public interest in IGO causes, but nor is it true as relates to IGOs. <o:p></o:p></span></p>
<p><span style="font-size:10.0pt;font-family:"Arial",sans-serif;color:black"><o:p> </o:p></span></p>
<p><span style="font-size:10.0pt;font-family:"Arial",sans-serif;color:black">More specifically as to the latter, in a letter from the Assistant Secretary-General for the U.N. Office of Legal Affairs to the ICANN Board, the OECD and WIPO when participating in
ICANN discussions are representing some 40 IGOs for the benefit of all IGOs (numbering around 200):<o:p></o:p></span></p>
