I've tried to capture what I said on the call:

While this document is being submitted through the public comment process
and takes the form of a public comment, it should not be viewed as merely a
public comment.  Rather, this document should be viewed as an element of
the working method of the CWG and CCWG in determining whether the CCWG
Proposal meets the conditions and requirements of the CWG's Proposal.
