[client com] CWG Comment Letter to CCWG 3rd Draft Proposal

I have just a few comments and changes, which are on the attached draft.
(Sorry they are anonymized, the latest Windows update seems to default to
removing author info on saving.)

As a matter of process, either (a) Sidley can consider these comments and
revise the document accordingly, or (b) we can forward the document "as is"
to the full list and I can make my comments there.

Sharon, Jonathan & Lise (and anyone else, for that matter) -- how would you
like to proceed?
