I think Avri's responses to Richard Hill are quite helpful.  Also I think she made a couple of useful suggestions: 1) " cut the difference between consensus process and determining consensus as in making the consensus call"; 2) " move this to the CWG list now that it has been setup ".

I do recommend the change in any case.

If somewhat we can cut the difference between consensus process and determining consensus as in making the consensus call, that might help too.
