Does the IANA team confirm a change with the registry operator before sending it to NTIA/Verisign for implementation?

I have heard, but David will of course correct me if that is an urban
legend, that the IANA reports on significant changes such as
(re-)delegations only after the change gets executed. If there is some
time window between a decided change and the actual excecution of that
change, might give some time to notice.
