Thanks David.  That is very good to hear.  We should probably confirm that
it still happens just to be sure.  But if it does, then in my opinion that
pre-confirmation is one step that can be used to minimize appeals after a
change has occurred.

Yes.  The registered contacts (as identified in the root Whois database)
must positively acknowledge changes as part of the IANA Function
validation process.

(Well, OK, that's how it used to be -- I'm fairly certain that hasn't
changed, albeit the way it is done has changed from how it was done in my
day, due to the Root Zone Management Automation effort)
