What makes you think the GDD is separated from ICANN?  GDD staff are only separated to the extent than a company division is separated from other divisions.  GDD staff provide support other ICANN units as far as I am aware although I think most of what they do is for global names.  They certainly are not separated in any legal or financial way.

Dear Chuck,

my questions were actually quite genuine as I do not know the extent to which the GDD is separated from ICANN. From your reply, it appears that it is not at all. The Ombudsman, on the other hand, is not just firewalled - I believe that his set-up is completely independent & under NZ law. Some people here know a lot more about that since they investigated this so I'll let them contribute.
