[CWG-RFP3] Coordination of Subgroup 3

I think Gomes has given a very vital reference here and i believe David has
also basically enumerated on the details in those references. @Kieren, it
will be unnecessary to go back to NTIA asking of what they want because
they had already indicated what they expect the proposal to look like.
