Thanks for this.

Might I flag an issue that I has not being considered (or has it?) , that being the license NTIA has from the Office of Foreign Assets Control ("OFAC") of the U.S. Department of the Treasury. The license(s) allow services to entities (e.g., countries or 'specially designated nationals') under sanction. If NTIA is removed from the picture, then some entity will have to obtain authorization from OFAC.
