Chuck,

Thanks for proposing a draft proposal on items for the CWG to go through.

In regards to reference materials, let me recommend to SSAC advisory 067 that provides an overview and history of the (current) IANA functions. It is available at the following URL:

A follow-up SSAC advisory on “Principles for the Transition of the Stewardship of the IANA Function" is being finalized and hopefully should be published around the time of ICANN 51 in Los Angeles. I will let the group know one the document is posted online.
