[CWG-Stewardship] IANA Stewardship CWG Process Steps Proposal

Can I suggest the inclusion of a step that is good governance and may save
problems later on:

* Identify groups that will be impacted by changes and ensure that they are
properly represented in discussions

In other words, not assume that just because this group exists, that ICANN
has posted announcements on its website, and there are lots of people and
acronyms involved, that everyone that needs to be is aware of the
implications and discussions.

The exercise of looking outwards toward those that will be impacted should
also help provide broader understanding and context around IANA.
