[CWG-Stewardship] Financing the new IANA

Hi,

Hardly could you get anything in practice whilst theorizing on issues, but
until you begin tackling them in reality. I think, the option of having new
IANA (names) separately should be viewed afar financing only, but
structuring the entity.
