+1 there needs to be a separation of responsibility for oversight to be effective in this situation.

If IANA is not implementing policy properly, the GNSO would call the Board and staff out.

I don't get this. The Board and staff of ICANN are part of the policy development process and thus should not be in charge of the IANA.
