[CWG-Stewardship] Final Draft of Principles

Hi Lise,

I observe this particular version does not attempt to include a foot note
defining the "IANA operator" even though the term is used all through the
writeup. However I also notice that section 9i seem to indicate who the
current IANA operator is. On that note I think this document is good to go
from my end.
