[CWG-Stewardship] Final Draft of Principles

All.

I have read this draft and I have no objections.  I have made a few
non-substantive "clean-up" changes in the attached draft, picking up
Eduardo's comments (though I did not find the "tabs" to be an issue),
adding a couple of headings where the format of the document dictates it,
making some very minor clarifying changes in the newly-revised title and
intro paragraph, and fixing some typos.

In response to Seun's comment, I note that footnote 1 defines the IANA
functions operator as "the unit that provides the service."

With these changes, I find the document acceptable.
