[CWG-Stewardship] Draft DT-F Reccomendations

The attached DT-F Recommendations are not final. Although I believe 
that this draft is largely consistent with DT discussions, it has not 
yet been approved by the DT. Moreover,  the short form and long form 
generally include the same substance, but require significant 
editorial changes.
