Alan,

Something needs fixing in 2.b on page 2:  "DT-F recommends that for internal or communications and reporting processes . . ."  Should 'or' be deleted?  You could just replace the sentence with the following one in the corresponding item on page 4: "DT-F further recommends that for changes internal to IANA and for those related to reports and communications, no external approval shall be needed. "
