Maybe I am misunderstanding something, but I am pretty sure the PRF (IANA Functions Review Function) would not go through the CSC.  If you look at the Problem Management Process you will see that the CSC may escalate to the ccNSO/GNSO, which in turn can escalate to other accountability mechanisms.  A very abbreviated escalation path for non-emergency issues looks like this: 1.a) IANA team: 1.b) Ombudsman – optional; 2) CSC; 3) ccNSO/GNSO; 4) IANA Functions Review Team; 5) full community for ‘nuclear’ options.

Perhaps you meant the CSC and not the PRF as i think PRF (ICANN) is the entity awarding contract to PTI hence PTI is subject to PRF as the contractor. So if there is any escalation to be done as it concerns IANA operations in relations to names, it has to be CSC escalating to PTI.
So PTI will sure need some level of MS. IANA issue escalation that may get to PRF will be those that have been independently filed due to gross miss-conduct/non-performance from PTI as the IANA manager.
