[CWG-Stewardship] Further update on the IANA IPR

+1 and I like to highlight part of Alan's mail below:
"....either the IETF Trust, or if that proves impractical,...."

So it has to be clear why seeding to IETF Trust is impractical before other
trust option is considered.
