[CWG-Stewardship] Updated revision of the accountability dependencies

Additional note: This is based on the contributions of Alan and Jonathan.

Also only the docx version includes the comments and suggested text that
was not added yet.  Do not know why the PDF and ODT don't. probably some
setting I haven't found yet.
