Actually i find it strange that the ICG is stating this as rationale for
setting the PC dates. I want to assume that this is just Milton saying what
he thinks and not necessarily the official view of ICG.

If its indeed of ICG then @Milton please tell ICG that the IANA process is
being carried out by the global community and some of us from other part of
the world go on vacation as well and they are not in August. :-)
