NTIA is not going to be there and many ccTLDs are not party to any agreement with

We have recorded the ACTUAL IANA RZM performance with NTIA being involved using 
data published by IANA.

An SLA prescribing 21 days to change a DS record or name server that bears no 
relation to actual performance delivered is not fit for purpose IMHO

Correct - I agree

The registry community need assurance that at the very least the actual 
performance delivered today continues post transition.

Agree here too. The goal is not to change the system but to have proper monitoring
