You know, honestly, the number of organizations that could be hurt (international universities, primarily) by any formalization of policy in this area is very great, while I’m not sure I see any pressing need to stir this issue up.  It looks to me like a closed-community gTLD, and I think that’s okay, and they don’t need to be dragged into a fight they haven’t asked to be part of.
