This is not accurate -- it ignores the outsourced operation of TLDs.

In the case of .INT, ICANN, as the IANA Function Operator, can be seen as
being the organization to which the operation of .INT was outsourced.

In the post-transition world, it would probably make sense that this
outsourcing arrangement be revised.

I don't see a particular rush to do so now -- it would seem to me to be a
minor thing to address once things settle down.
