[CWG-Stewardship] RZERC Charter for CWG review

Hi Chuck,

Thanks for your response, the intent is not to make things heavy for the
group but rather to include some points that I thought were basic.

While this is an advisory group, it's an important one and it's operating
principles/procedures needs to be less ad-hoc as much as possible, but I
will have no major concern if my edits/comments were not finally taken.
