I obviously cannot speak for you, but at the time DT-F was convened, 
I understood that issues such as software systems and critical 
operational procedures for any of IANA's activities had to have a 
"backstop", as we were then calling NTIA's involvement, and that was 
what we were discussing. Yes, each of the other communities COULD set 
up a similar multi-expert body and IANA could consult with any or all 
of them as appropriate, but there did not seem to be much value in that.
