 procedures are designed specifically for the purpose of policy development. It carries out its policy development function well; using bottom-up multistakeholder consensus. And although I believe it serves that purpose well, a different sort of organization/council
 motivated and governed by a different set of rules and agreements will be needed to enter into a contractual relationship with ICANN for the IANA function.<o:p></o:p></p>
