will conflict and we may have to give more weight to one principle than another because of an objective that we deem critical. To follow on in what I said regarding the Conservatism principle, some in the CWG will likely think that the Transferability principle
should be weighted heavier, especially in cases where performance issues are serious.<o:p></o:p></span></p>

functions. In addition, I recommend that the CWG consider endorsing the SSAC principles contained in SAC069 in addition to the CWG principles; there is a little overlap but I do not think that is a problem.<o:p></o:p></span></p>
