[DTA - SLE] SLE Document with clarifying background info.

Hello Jay,

Paul¹s email requested ³access to all work-flow process documents² for the
root zone management function.  Including sub-processes, there are quite a
few work flow processes for the root zone function. We are reviewing all of
them as per the request.

Let me assure you we are not creating new documentation in response to the
request, and we are proceeding as fast as possible to fulfill the request.
