[DTB] DT B Survey Update

Colleagues - we are progressing well with the survey.  Paul Kane, who has already undertaken two surveys of the ccTLD community, has agreed to actually send it out to the ccTLD community so the ccTLD community receives these requests from a single, consistent source.

Grace is arranging for ICANN to translate it into the other UN languages.

Bart has also drafted a pre-survey email, which is attached.

Overall, we very much hope to 'go live' this week, subject to the availability of the translation.
