[DTC CSC] CSC Charter updated to include punchlist

I had done some work on updating the CSC Charter as a result of our responses to the Sidley punchlist questions, and then completely forgot about it.

We should think about how any responses to work coming out of the comment analysis affects the Charter and amend as we go, to the extent that we can.
