[DTC CSC] CSC Charter updated to include punchlist and public comment responses

At CWG meeting No 67 today, ICG question No 13 on ARPA role in CSC is specifically challenged.
Timeline on this is aggressive, and DT CSC. Should we agree on an answer? Staff is drafting a proposal, but it might bee good to help ot here.

Updated Charter in light of comments received and our responses, it also includes changes made as a result of responses to a recent Sidley punchlist.
