I think this is reasonable given we don’t know if an MRT will exist. I also forwarded the Sidley document to our list earlier today as there were some references to the CSC contained in the document. However, because we don’t know which way the wind will end up blowing, I think a reasonable default is the ccNSO and GNSO.
