Eh?  Google tells me that "ICANN Contingency and Continuity of
Operations Plan" can be found at

do you mean something else?

BTW, dnssec materials cam be found at <https://www.iana.org/dnssec>.
Especially "DNSSEC Practice Statement for the Root Zone KSK Operator"
<https://www.iana.org/dnssec/dps> is relevant.
