[DTL] Design Team L - Template Proposal

Dear Co-Chairs,

On behalf of Design Team L please find attached the completed template proposal for your consideration.

Comments on the template were closed at 23:59UTC on 16th March, any comments that had broad consensus in the document were incorporated and comments which failed to reach consensus were not incorporated. The purpose of Design Team L is to examine existing transition planning documents available within ICANN and IANA and assess their ability to be operationalized and included within the work of the CWG. We will not be examining the broader question of whether separation of the IANA is appropriate or required, but merely will examine the technical planning required to execute a separation under any circumstance.

The current membership of the team is as follows:

We would like to reserve the right to add members to the group as the work progresses and may call for expertise from different areas to assist us in preparing the Technical Transition Plan.
