[DTM Escalation] For your review - draft proposed recommendations

Dear all,

As discussed on Tuesday's meeting, please find attached a first draft of the proposed recommendations in relation to escalation for your review. The draft has been divided into two parts, consistent with the direction provided by the chairs, namely 1) a high level overview of the recommendations for inclusion in the main part of the proposal and 2) annexes that provide the complimentary details. Please feel free to share any comments, edits and/or questions you may have with the mailing list. The next meeting is scheduled for today 2 April at 15.00 UTC (call details have been distributed separately).
