When I first started reading Annex D last fall, the time zone craziness almost made my head explode. This is going to vex us all going forward. The internet runs on UTC. So should ICANN. I have no doubt we could elicit support from at least 3 (likely all 5) DC's to approve this change. This is a serious proposal.
