Some regional events could help to make it closer to local users and experts and attract them, I am not sure that without ICANN and RALO participation we can make fast growing and progress. We, at Plug In , will try to make first PreICANN meeting in October, we have in a moment long list of possible topics, but I would like to have some topics that are of special interest in this moment on global level<o:p></o:p></span></p><p class=MsoListParagraph style='text-indent:-.25in;mso-list:l1 level1 lfo2'><![if !supportLists]><span style='font-size:11.0pt;font-family:"Calibri","sans-serif";color:#1F497D'><span style='mso-list:Ignore'>-<span style='font:7.0pt "Times New Roman"'> </span></span></span><![endif]><span style='font-size:11.0pt;font-family:"Calibri","sans-serif";color:#1F497D'>Existing situation is that we are missing active participants, not only at RALO level, I think everywhere where participation is only question of volunteering without clear vision what are benefits (new friends, new connections, new experts, new opinion, new promising business case, or any other indirect benefit) topics and who are participants. That is reason why we should have (or maybe it exists) some final and not too long list of ICANN priorities where RALOs should participate in close future. Also we should have final list of priorities what we would like to discuss with ICANN in the name of users interest and interest of our experts (education, development of dialogue, support on regional levels). Then we can easily or easier find participants who will be interested to participate in dialogue. I am member of several association in Serbia, and all of them have a problem with small number of participants in activities. <o:p></o:p></span></p><p class=MsoListParagraph style='text-indent:-.25in;mso-list:l1 level1 lfo2'><![if !supportLists]><span style='font-size:11.0pt;font-family:"Calibri","sans-serif";color:#1F497D'><span style='mso-list:Ignore'>-<span style='font:7.0pt "Times New Roman"'> </span></span></span><![endif]><span style='font-size:11.0pt;font-family:"Calibri","sans-serif";color:#1F497D'>Who are stakeholders – government, operators, ISPs, registries, registrars, users, telecommunication agencies, academic networks, etc. and every stakeholder is trying to keep power in its field of interest. Users and NGOs are welcome to be spectator and presented in events with limited possibilities to influence on important issues (do not forget that UN, sport association, churches and lot of now establishing and mighty organization were and are NGOs or association of people but keep the people far from decision making) . This is reason why we should make a list of important issues that should be discussed in every single society, country or community, for example covering of whole territory, network and services available on network, who should build this network and be responsible for quality, education of all users, and ICANN with all stakeholders should support developing of this dialogue and users and experts participating. Facebook give a chance to everybody that he has something from internet, we should find way to give them something why they will enjoy ALSes. Then we should make subgroups that are dealing with their specialties and create ideas and comment ICANN policies and activities. From my point of view, we have global and fluent topics, but the activities and subtopics that help us must be more specific and well managed. As unjustified as such criticism may be, now we have to make absolutely sure that our efforts will not be seen in such light, and don't meet the same fate.</span><span lang=ES-PE style='font-family:"Calibri","sans-serif";color:black'><o:p></o:p></span></p><p style='background:white'><span lang=FI style='font-family:"Calibri","sans-serif";color:#333333;background:white'> </span><span lang=ES-PE style='font-family:"Calibri","sans-serif";color:black'><o:p></o:p></span></p><p style='background:white'><span lang=FI style='font-family:"Calibri","sans-serif";color:#333333;background:white'>3) If one looks at the EURALO ALS list (<a href="https://atlarge.icann.org/alses/euralo">https://atlarge.icann.org/alses/euralo</a>), two facts jump out. First, the <b>great diversity</b> of the ALS's as to their nature and areas of interest. Some cover a broad spectrum of internet and information society issues. Some are interested in a more narrow segment among them. Some are NGO's engaged in other fields that have joined the At Large because of the importance of the internet in their core activities. Thus, their engagement in At Large varies greatly in relevance and subject matter interest from one ALS to the next. Thus, <b>one size does not fit all</b>. ( The other salient feature is EURALO's lopsided geography, especially the absence of ALS's in some parts of Europe. That is a separate problem, but our work may also contribute to solving it)</span><span lang=ES-PE style='font-family:"Calibri","sans-serif";color:black'><o:p></o:p></span></p><p style='background:white'><span lang=FI style='font-family:"Calibri","sans-serif";color:#333333;background:white'> </span><span lang=ES-PE style='font-family:"Calibri","sans-serif";color:black'><o:p></o:p></span></p><p style='background:white'><span lang=FI style='font-family:"Calibri","sans-serif";color:#333333;background:white'>4) Enhancing the measurable activity level of ALS's is not an end in itself. Statistics aside, we are first of all interested in their <b>activities that support the main role of At Large/ALAC</b> "to consider and provide advice on the activities of</span><span lang=FI style='font-family:"Calibri","sans-serif";color:#333333'> </span><span lang=FI style='font-family:"Calibri","sans-serif";color:black'>ICANN</span><span lang=FI style='font-family:"Calibri","sans-serif";color:#333333;background:white'>, insofar as they relate to the interests of individual Internet users". Thus, all potential expertise "hidden" in the ALS's should be discovered and leveraged in preparing ALAC advice on ICANN activities. This would relieve the workload of those few who now do most of the drafting. To what extent this actually happens, varies from country to country, with have different traditions of communications among different sectors of the society, but the potential for improvement seems to be there. Like charity, multistakeholderism starts at home. The engagement of ALS´s in national multistakeholder cooperation should be actively promoted by EURALO, ie. by facilitating their contacts with other national level stakeholders active in ICANN.
