    We draft a yearly EURALO Hot Topics document and the updating of
    this document will start very soon. In fact, we could launch the
    discussion about this document on the EURALO list now, with a target
    to complete its update by the next ICANN meeting (end of October).<br>

    The question we ask on whether we can pursue issues to build some
    strategy that we see important to end users or only respond to
    public comments or issues raised by other stakeholders is important.
    According to the ALAC's mandate as defined in the bylaws, we do
    BOTH.<br>
    <br>
    Article XI; Section 2.4.a. "The At-Large <abbr title="Advisory
      Committee" class="">Advisory Committee</abbr> (<abbr
      title="At-Large Advisory Committee">ALAC</abbr>) is the primary
    organizational home within <abbr title="Internet Corporation for
      Assigned Names and Numbers" class="">ICANN</abbr> for individual
    Internet users. The role of the <abbr title="At-Large Advisory
      Committee">ALAC</abbr> shall be to consider and provide advice on
    the activities of <abbr title="Internet Corporation for Assigned
      Names and Numbers" class="">ICANN</abbr>, insofar as they relate
    to the interests of individual Internet users. This includes
    policies created through <abbr title="Internet Corporation for
      Assigned Names and Numbers" class="">ICANN</abbr>'s <abbr
      title="Supporting Organizations" class="">Supporting Organizations</abbr>,
    as well as the many other issues for which community input and
    advice is appropriate. The <abbr title="At-Large Advisory
      Committee" class="">ALAC</abbr>, which plays an important role in
    <abbr title="Internet Corporation for Assigned Names and Numbers"
      class="">ICANN</abbr>'s accountability mechanisms, also
    coordinates some of <abbr title="Internet Corporation for Assigned
      Names and Numbers">ICANN</abbr>'s outreach to individual Internet

    It is possible for the ALAC to spontaneously comment on anything
    that is related to ICANN, even outside Public Comments. How to
    initiate something like this? Ideally, convince your RALO ALSes by
    raising the issue in the RALO. If there is a significant support,
    the RALO Leader should consult other RALOs and the ALAC members from
    the region should consult the ALAC. A decision can then be made by
    the ALAC whether to issue a Statement. This has happened in the
    past.<br>

            any stakeholder is interested for RALOs like organization,
            but more like individuals and I do not see their support
            except like support for individuals. Fellowship programs are
            popular with RIPE, ICANN, EURODIG. ISOC… but they target
            individuals. So, my opinion is that RALO has better
            perspective if we find our own ideas, topics and events… Of
            course, we need more resources, and here we come on main
            issue, who is interested to support strong RALO or how to
            become strong on our own way? Education and information on
            internet technology, applications, business opportunity,
            digital coins etc. are some of the issues that we should
            bring closer to internet users.</span></p>

    You make some interesting points and I hope others will comment on
    them. Perhaps can we take this up with the At-Large Outreach &amp;
    Engagement working group so we can build momentum on these ideas
    with other RALOs. If you are not a member of that working group,
    please let me know and we'll get you subscribed.<br>
    You do mention education about internet technology, applications,
    etc. We need to be very careful that our education relates to
    ICANN's mandate. Our activities are bound by the activities of
    ICANN, thus Internet Identifiers including the DNS &amp; IP
    addresses. ICANN has come under criticism for funding activities
    that were not directly related to its mandate, so we are unlikely to
    find support at ICANN if we ignore this.<br>
