I note that Tijani has posted a draft ALAC Statement on the draft FY12 Operational Plan and Budget.  It would be appreciated if other members of the Finance Subcommittee could weigh in with a few substantive comments...
otherwise we will have to report that the ALAC Subcommittee has not arrived at a consensus view in support of the Statement.  Silence is not synonymous with support.
