[Finance-sc] WG: [ALAC-Announce] Call for At-Large Project Submissions to include in ICANN's Fiscal Year 2013 Operational Plan and Budget

Dear Sandra,

thank you for your kind message and Best Wishes to you!

I think that we will be pushing that the ICANN Academy, since it is
likely to benefit not only At-Large, but also other communities at
ICANN, should be funded as a non SO/AC-specific item, but rather on the
"Special Projects" allocation at ICANN.
Because of this, I would like to unlink the funding process for the
ICANN Academy from the funding of RALO requests as ALAC funding items in
the overall ICANN finance plan.

That said, I believe that deadlines for submitting requests are probably
identical to deadlines for SO/AC requests. I would therefore suggest
that the ICANN Academy Ad-Hoc WG submits their finance plan to the ALAC
Finance & Budget sub-committee prior to the 20th January deadline.

On this subject, I would however strongly suggest that you, as the Chair
of the ICANN Academy Ad-Hoc WG, should work with Filiz Yilmaz regarding
the details of what would be favoured and what would be dis-favoured by
ICANN in the wider sense of things -- for example, there are items which
were already discussed with Filiz over the summer and which Filiz has
already discussed with other ICANN staff and which have a significant
impact on funding. The earlier you engage the dialogue with Filiz about
those matters, the more likely it is that your group will be able to put
together a budget proposal which will have a better chance of being
accepted by ICANN finance.

If you need help in liaising with Filiz or would need the ICANN academy
to be discussed in preliminary talks with the ICANN Chief Financial
Officer, something the ALAC Finance & Budget sub-committee is planning
to do anyway in regards to the RALO & ALAC requests, please do not
hesitate to give me a shout. Indeed, if you wish the ALAC F&B
sub-committee to have this on its agenda of future calls with Xavier
Calvez, we as a committee need to have the numbers you suggest in our
hands as soon as possible.
