[Finance-sc] R: Fwd: [community-finance] SO/AC FY14 additional budget requests - fast track

There's always a large number of ICANNers at the Studienkreis, I wonder how
others do.
Incidentally, I have lost track of the question, but a while ago it was
impossible to have a sort of "contingency" fund, that ALAC could use at its
discretion for odds and ends.
Is it still the case, or can we earmark a part of the budget for things that
we decide important?
