I am not sure I totally understand the responses given and am not sure
we can count these as so many "yes".

There are many instances of pointing to the CROPP. What is the
difference between "yes, use the CROPP" and "no, use the CROPP"? EURALO
received a "No, use CROPP to its request to attend ICANN Studienkreis",
yet other RALO requests received a "Yes, use CROPP". This does not make
sense!

There are many instances of "yes, Core budget", yet they ask for funding
to come from GSE. What does this mean, given GSE limited budgets? Does
this mean the RALO has to ask GSE and GSE has already agreed to fund?
