[Finance-sc] Looking for a CROP

It is really strange that the FY19 team were up front about the slashes
made to three areas: travel slots, Fellowship programme and capacity
building.

Why was CROP not highlighted similarly? If the rumour is true, then
notification has been neither open, fair nor transparent (reminder: ICANN's
core values)

Indeed we need to get someone to answer some questions.
