Per the following action item from the meeting on 31 August please see the attached analysis and let us know if you have any questions, comments, or additions.

Action Item:  Use of "Council" versus "GNSO" -- staff will check with the original CWG, CCWG reports.  Also check to see where this occurs in the Bylaws.
