attached is that excel sheet I created to test voting thresholds other than the “default threshold" in ICANN’s bylaws:

Except as otherwise specified in these Bylaws, Annex A, Annex A-1 or Annex A-2 hereto, or the GNSO Operating Procedures, the default threshold to pass a GNSO Council motion or other voting action requires a simple majority vote of each House.
(Section 11.3 (i) )

The columns labeled “Test Cases" in this spreadsheet are there for you to contemplate scenarios where a majority (or even a supermajority) of Councilors agree, but where the "default threshold” could not be met.    Have fun adding your own Tests!
