[Gnso-bylaws-dt] DT Proposal

 Hello everybody,
  
 Since our last call I've spoken with several of you as well as a few of my colleagues on Council to try to put together a proposal concerning thresholds that may find traction with some within this DT as well as on Council. The result of this effort is attached.
